1. ENFORCEMENT OF THE DENTAL ACT 2018 [ACT 804]
The Dental Act
1971 [Act 51] which has been in force since 1972 is repealed on 1
January 2022. It is replaced with Dental Act 2018 [Act 804] which
comes into force on 1 January 2022 except for three provisions which will
only come into force on 1 January 2025.
The Act provides
for the establishment of the Malaysian Dental Council and the Malaysian
Dental Therapists Board, the registration of practitioners, the regulation of
dental practice and related matters.
The Act specifies
only qualified, competent, and professional practitioners to be registered
and certified to provide quality and safe dental services to patients thereby
increasing the people's confidence and trust in dental services.
2. ACCESS TO DENTAL PRACTITIONERS’ INFORMATION MANAGEMENT
SYSTEM (DPIMS)
Access to the
Dental Practitioners' Information Management System (DPIMS) will be limited
to information made available for public information beginning 1st January
2022 until the development and migration of the new system for practitioners
is ready. Kind understanding on this matter is highly appreciated.

Other
applications e.g. copy Annual Practising Certificate, change of address in
APC, Letter of Good Standing, copies of certificates and translation of certificates
can be made using this form.
3. RENEWAL OF THE ANNUAL PRACTISING CERTIFICATE (APC) FOR THE YEAR 2023
In accordance with section 38(1) of the Dental Act 2018, dental practitioners shall ensure that the annual practising certificate (APC) application for the year 2023 reaches the office of the Dental Registrar not later than 1 NOVEMBER 2022. Any dental practitioner who fails to apply for the APC, shall be deemed to be suspended from the date the current APC lapses. Charges for late application as prescribed in the Fourth Schedule is applicable if the application reaches the MDC’s office after the stipulated date.

Practicing dentistry without a valid APC is an offence where the dental practitioner and the employer can be subjected to action according to the Dental Act 2018.
4. DELAY IN PROCESSING AND ISSUANCE OF ANNUAL PRACTISING CERTIFICATE (APC)2023
The Secretariat of Malaysian Dental Council (MDC) is currently processing a large volume of APC applications manually following the unforeseen delays in the development and migration of the new online system for dental practitioners. Therefore, we regret to inform you that the issuance of APC 2023 will be delayed and dental practitioners who submitted APC applications before 1st November 2022 are expected to receive the hard copy of the certificate towards the end of January 2023.
For dental practitioners in the private sector, kindly note that you are required to inform the Enforcement Officer from the Private Medical Practice Control Section (CKAPS) if you have submitted your APC 2023 application and yet to receive the hard copy. We assure you that the MDC Secretariat will validate the details with the Enforcement Officer, if required.
